Overview of Testing

The CommonLook™ Website CLF Testing Tool is the most advanced software solution available for testing Government of Canada websites for compliance with Treasury Board Common Look and Feel standards.

The CommonLook™ CLF ScoreCard is prepared independently by NetCentric and is based on website testing performed by NetCentric of the principal website of each of the departments subject to Treasury Board Common Look and Feel policy.

The ScoreCard aggregates individual department test results and presents summary results in five size categories determined by employee headcount.

The individual department test results are built up from 200-page ‘test passes’ of the department’s principal website. Each ‘test pass’ expands the body of test results on which the department’s test results are based. Over time, all pages of the principal site will be tested.

Our goal is to offer members of the CLF community a credible, fact-based service that informs them about the following things:

  1. How the Government of Canada as a whole is doing in achieving CLF compliance.
  2. How individual departments are doing in achieving CLF compliance relative to other organizations of roughly equivalent size.

Individual department results are available privately to a department through a user-id and password available from NetCentric.

Departments Subject to Treasury Board Common Look and Feel Standards

On June 1, 2000, Treasury Board sent a letter to department heads proclaiming the Common Look and Feel standards and identifying all departments on Schedules 1, 1.1 and 2 of the Financial Administration Act as those which must comply with CLF standards.

Treasury Board has approved the following administrative arrangements that modify the original compliance requirements for certain departments. These are as follows:

- Certain departments are exempt from using a standard FIP signature on their website;
- Certain departments have permission to use a compound FIP signature on their website.
